HEC Raises Degree Attestation Fee Under New Online System
May 15, 2026The Higher Education Commission (HEC) has announced a major increase in the fee for degree attestation, raising it from Rs. 1,000 to Rs. 3,000 as part of its newly introduced digital attestation system.
The updated fee policy comes with HEC’s shift toward a fully online and paperless verification process throughout Pakistan. HEC Chairman Niaz Ahmad Akhtar stated that a portion of the collected fee would also be provided to universities for document verification purposes.
According to HEC officials, the new system enables students to apply for degree attestation online without visiting HEC offices in person or sending original educational documents through courier services.
Dr. Akhtar explained that the digital process would help students save money previously spent on travel, accommodation, photocopies, and university verification charges, especially for applicants traveling from distant areas.
He further said that under the previous method, students had to bear multiple additional expenses before completing the attestation process. However, with the new online mechanism, applicants can now complete the entire procedure digitally and receive electronically verifiable e-attestation certificates.
